Over 1000 homes being planned near small villages of Burgh Heath & Kingswood

First known proposal: The first of three proposed sites is a 400 house development on Grade II listed farmland at Canons Lane Burgh Heath.

Secondly, the local residents discovered another development on Canons Farm to the east of Canons lane - for 600 more homes. As the research continued, we found a 3rd site of another 25 homes next to the Burgh Heath site, off Copt Hill Lane, Kingswood.
Ownership: Land Registry deeds show Elmswell Ltd, an Isle of Man registered company, purchased the Banstead Estate in April 2010. The land was subsequently transferred to Whitecote Ltd, a Jersey registered company. Whitecote Ltd have submitted the site for development to Reigate & Banstead planning dept. Whitecote Ltd have also submitted the proposal off Copt Hill lane for 25 more homes.
Intentions: The companies jointly have the intention to develop atleast 1000 new homes in its three submissions to Reigate & Banstead call for development sites.

Potential scale: The whole site is over 500 acres and we believe the owners has potential to develop the entire farm, creating a mass of urban sprawl reaching all the way to Banstead.

First public notification to residents:
​Below, a letter dated 12 November 2025: residents received a notification to attend a public consultation outlining a revised plan to first build 130 homes
on the farmland between Burgh Heath and Kingswood.

The Developers claim they are only building 130 homes.
We have very strong evidence to the contrary, as demonstrated by the plans from Lightwood Group's website and also from submissions to Reigate & Banstead council by the owners of the whole farm.
​
We recommend ALL residents attend, to ask about this proposal, and plans for the entirety of the whole farm, and any knowledge they have of other proposals that have been submitted into the call for sites that now mention over 1025 proposed homes.

What's happened so far?
June 2025

Lightwood Group commissioned a number of land surveys on Canons Farm in the last three months (May-June-July 2025)
​
They have also commissioned an environmental study of the farmland. This includes setting up wildlife cameras, wildlife capture boxes in trees, all to study what impact the proposed development might have on biodiversity on the farmland.
​
We have learnt from the study group who came onsite in June 2025, they will take at least 1 year to complete the study, covering all seasons of the year, then report this impact study back to the developer.
November 2025
A letter was received by the residents surrounding the fields on Canons Farm, between Burgh Heath - showing an outline plan to develop 130 houses. The residents are invited to a public consultation on 16th December (details below).

December 2025
The residents associations discover the all the land of Canons Farm part of Banstead Estate, is owned by two offshore companies and that there is three early stage plans already submitted to Reigate & Banstead council to so far, to develop over 1025 houses on Canons Farm, directly off Canons Lane in Burgh Heath and Copt Hill Lane in Kingswood.
Likely next steps of development process
So what's next? There will likely be an outline plan submitted to Reigate & Banstead Planning department within next 6 months.

Residents vigilance: We believe the developers will be potentially sending there outline plan in very soon, so we want all residents to be aware and on alert for this and for signs of activity on the other proposed sites.
